Someone else on the list will probably know a lot more about this than I do, but I'll be really surprised if the scratches are "just in the coating" I could be wrong, but my understanding is that these coatings are really very thin.

Possibly a specialized service could re-coat the lens, but I think anything you attempt on your own can only make matters a LOT worse.
